Yeah, that caught my eye, too. My guess is that foster/adoptive are synonyms in Korean.
In Korea, the concept of "foster" parents doesn't exist. Kids who don't have parents usually live with their relatives or if the relatives don't want them, the kids seem to be sent to an orphange.
